Objective
To ensure that the public service is manned by excellent pesonnel through the formulation and implementation of a strategic and effective service and career policy.

Function
- Formulation of new human resource management policies and strategies to enhance the effectiveness and efficiency of the Public Service by giving emphasis to concepts, strategic planning, best practices, and human resource management and development models. Example include review of General Orders, Services Orders, Promotion Policy and In-Service Training Policy.
- Focus on enhancing the efficiency and quality of personnel and work processes through the review of regulations and procedures, Business Improvement Process (BIP) and Reengineering. Examples include modes of appointment, secondment, contract, promotion, examination, property declaration, disciplinary methods and so forth.
- Provide information, clarification and briefings as well as monitor the implementation of policies, regulations and service circulars.
- Responsible for all aspects of recruitment, replacement, training and career development and advisory services for common user service and the like.
- Development of human resource through management of discipline and motivation of Public Service personnel, counseling service, service/departmental examinations, promotions by appointment, property declaration and the like.
- Responsible for all aspects of advisory service or performance appraisal and the implementation of Public Service competency policies.

Client’s Charter
We pledge to:
- formulate policies and regulations of human resource management within a year from the date of directive;
- supply suitable common-user personnel within 45 days from the date of vacancy except for appointed grade, new post and filling up of post that required special agreements or needs for exception, filling up the post will be carry out within 30 days after the decision has been made by relevant authorities, based on standard procedure;
- ensure that the all common-user personnel will attend at least one course in his/her actual grade as stated in the training road map;
- ensure that the promotion and disciplinary matters which are received are submitted to the respective Boards within one month provided that information required is complete;
- ensure that Competency Level Assessment (CLA) examinations and courses and also service/departmental examinations are conducted with efficiency and professionalism. The results will be released three (3) months after the examination date and CLA courses completed; and
- ensure that request for advisory services are answered within one month.
