Function
BKP is responsible for the following functions in PSD:
- Managing establishment, inspectorate and recruitment
- Training and competency
- Service and counseling
- Finance and development
- Quality programmes
- Administration and logistic
- Federal Territory Government Officers Welfare and Recreational Council (MAKSWIP) and PSD Club
- Human Resources Management Information System (HRMIS) applications
- Secretariat to the Human Resources Development Panel, Disciplinary Board, Integrity Management Committee and Joint Departmental Council

Client’s Charter
- To accomplish tasks related to PSD’s Human Resources Management from the date complete application forms are received within the stipulated period as follows:
- To evaluate submission for the creation of posts within two months;
- To process the recruitment of Support Group II staff within six months from the date of the advertisement;
- To prepare Kew. 8 forms within seven days;
- To ensure annual performance appraisal forms are submitted before 15 February of the following year;
- To ensure all JPA officers attend training for a minimum of 10 days a year;
- To process application forms for local and overseas courses within seven days; and
- To process applications for the competency assessment examinations within five days.
- To accomplish tasks related to PSD’s Management Services from the date complete applications are received within the stipulated period as follows:
- To prepare payment vouchers for emolument/bills/claims within nine days;
- To process bills/claims within 14 days;
- To process loan applications for cars, computers and housing within four days;
- To manage purchases under direct acquisition within 10 days, quotations within 30 days and tenders within 180 days;
- To provide printing and design services within five days;
- To implement yearly quality activities as planned ; and
- To implement 100 religious, welfare and sport activities at the department and Federal Territories (Kuala Lumpur and Putrajaya) level yearly.
