Objective
- To enhance the quality of human resource management through human resource planning and research.
- To enhance the capability of the PSD management in managing policies/decisions through corporate planning and coordination.

Function
- Planning and research on public sector human resource management.
- Research pertaining to public sector human resource management policies.
- PSD’s corporate management and coordination.
- Managing public relations, media, issues and complaints, corporate publications and customer relations.

Client’s Charter
- To produce quality research findings and planning that satisfy stakeholders / clients within the following periods:
- Empirical research : six months.
- Conceptual research : two months.
- The time frame for research which involves a consultant is as specified in the terms of contract.
- To provide the minutes of the Department’s main meetings within one week and minutes of weekly management meetings within three days.
- To ensure fast, accurate and friendly response to public queries (through phone, information counter, interactive e-mail).
- To coordinate and ensure all client complaints are given:
- An acknowledgement within three days.
- An initial feedback within 14 days.
- The status of the complaint within two months.
- To organise the on-line “PDS’s Special Day with Clients” programme at least 10 times a year.
- To prepare draft replies to parliamentary questions, comments on cabinet memorandums and feedback on cabinet decisions within the period set by stakeholders/clients.
