To develop human resource potential in the public sector through excellence in training. INTAN will ensure that all client needs are met in accordance with the implementation of continuous improvement based on MS ISO 9001:2000.

Functions
The National Institute of Public Administration (INTAN) is a training institution under the Public Service Department Malaysia that has been given the mandate and responsibility to train public servants in the federal government, federal statutory bodies, state government and local authorities.

Client’s Charter
We pledge to:
Plan and implement quality courses that meet clients’ needs by:
- Notifying clients of any course to be conducted at least one month before the course begins.
- Conducting at least 85% of the courses planned annually.
- Undertaking at least ten 10 research projects including system development annually.
- Producing at least ten 10 publications annually.
- Ensuring that training facilities, equipment and all training aids function properly and are ready for use one day before a course starts.
- Ensuring support services such as dining and accommodation achieve an average evaluation score of not less than 5.0 on the scale based on MS ISO 9001:2000.
- Conducting at least five consultation services annually.
- Providing library services from 8.00 a.m. to 6.00 p.m. every working day.
- Providing feedback on every complaint and enquiry in less than two working days.
