Rule 4 - Interpretation
Secondment means appointment of an officer under −
- Armed forces;
- Judicial and legal services;
- Federal general public services;
- The police force; or
- Educational services pursuant to Clause (1) Article 132 of the Federal Constitution to the State public service, statutory authority, local authority, or any organisation within or outside Malaysia, for a specific period of time without severing the officer's ties with his main services, including the appointment of officers under joint service to the service of statutory authorities, local authorities or organisations within or outside Malaysia.
Temporary transfer means the appointment of an officer in another service under −
- Armed forces;
- Judicial and legal services;
- Federal general public services;
- The police force; or
- Educational services pursuant to Clause (1) of Article 132 of the Federal Constitution or the appointment of an officer to a position in another scheme of service under the same appointing authority for a certain period of time without severing the officer's ties with his main services.
Permanent transfer means the permanent appointment of an officer currently serving on a secondment or temporary transfer to a position held by him in a temporarily seconded or transferred agency.

Paragraph 5: Section Up.1.2.2 New Policy of Appointment by Secondment, Temporary Transfer and Permanent Transfer:
Officers who are certified to be appointed on a secondment basis must meet the following conditions:
- appointed permanently and confirmed in service;
- meet the appointment requirements stipulated in the service scheme in force at the grade of secondment office;
- achieve a work performance level of 80% and above based on the latest Annual Performance Assessment Report (LNPT);
- have the appropriate competence in the field of job grade seconded position in accordance with the desire to obtain the services of officers who are experienced, skilled and in accordance with the needs of the agency; and
- officers in the Management and Professional Group (P&P) when seconded to a higher grade shall have served in the grade of the substantive office for not less than five (5) years except:
- have an academic qualification at the Doctor of Philosophy level, not less than two (2) years; or
- have an academic qualification at the master’s degree level, not less than three (3) years.
