Rule 4 - Interpretation
Appointment into the public service by the Commission on a permanent, temporary or contractual basis including the appointment of the first time and the appointment of an officer who is currently serving in any scheme of service.

The appointment of a candidate or officer to serve in a public agency which is coordinated in accordance with this service circular for a certain period based on the terms of service as agreed in the contractual agreement signed by the candidate or officer with the Appointing Authority.
