Rule 4 - Interpretation
Appointment to the public service by the Commission on a permanent, temporary or contractual basis including the first-time appointment and the appointment of an officer currently serving in any scheme of service.
Terms
Appointments according to the service scheme
Rule 5 (1), P.U (A) 1/2012 - All appointments into the public service must meet the requirements of the service scheme in force at the time.
Appointment of citizens only
Rule 6 (1), P.U (A) 1/2012 - All candidates for appointment into the public service must be citizens of Malaysia.
Rule 6 (2), P.U (a) 1/2012 – Notwithstanding sub regulation (1), the YDPA may, on grounds of national interest, authorise the appointment of a person who is not a citizen by contract and the provisions of Part X shall apply to the officer.
Medical examination, statutory declaration and Letter of Undertaking
Rule 20 (1), P.U (A)1/2012 – Each candidate to be appointed into the public service shall meet the following conditions of appointment:
- Be examined and recognised as healthy by a registered medical practitioner;
- Make statutory declaration under the Statutory Declaration Act 1960; and
- Sign the Letter of Undertaking
Rule 21, P.U (A)1/2012 – Officers appointed for the first time or officers appointed to other service schemes are required to pass a security screening prescribed in any law in force.
