Terms and Definitions
The counselling procedure involves a face-to-face interaction between a normal client and a psychology officer.

Procedure To Obtain Counselling Services
Appointments for counselling sessions can be made through the e-KPA application on the JPA website. Additionally, applications may be submitted via email, telephone, letter, or walk-in at the Psychology Management Division, JPA.

Client Charter
Individual counselling services shall be provided to members of the federal public service within three (3) working days of the psychology officer receiving the application, pending client consent and attendance.
Process Flow Chart
Applications are received from personnel of the Federal Public Service who require counselling services via email, telephone, letter, walk-in (voluntary), and reference.
Client information is recorded in the Client Register System. For clients who have conducted counselling sessions, client files will be provided.
Officers are tasked with identifying the psychology officer for a new case based on PBPs. If the client's information is already stored in the Client Register System, the client is directly referred to the psychology officer.
Subject to the client's consent, the psychology officer will determine the date and time of the scheduled counselling session, as well as the officer's preparedness to conduct counselling sessions, within three (3) working days of receiving the application.
The client file is opened.
Counselling sessions are conducted on the scheduled appointment date.
