A. General Questions
1. How do I check my loan/penalty outstanding?

Borrowers can check the loan/penalty outstanding via:

  1. MySELF Portal (https://myself.jpa.gov.my/) – Click on Repayment tab, Overview sub-navigation
2. What should be done if there is a change of address/ service information/ contact information?

Borrowers can update their personal profile and service information themselves through the MySELF portal at https://myself.jpa.gov.my.

3. How do I reset MySELF password?

4. What information needs to be provided to check the refund status information?

Nominees are required to provide information such as name (as in MyKad), MyKad number, current address, and telephone number when contacting this Department.

5. What are the Account number and bill number to make the repayment?

Information about Account number and bill number can be referred to the PSD claim letter or checked via MySELF portal - https://myself.jpa.gov.my. Information about Account number and bill number for each individual is different.

6. What is the method of repayment of education loan/ Federal Scholarship penalty?

A. Online

  1. Maybank2u;
  2. Cimbclicks;
  3. Bank Islam Internet Banking;
  4. Bank Muamalat Internet Banking;
  5. In addition to the banks listed above, repayment can be made via FPX transaction on the Pos Online website.

8. What should I do if the payment record displayed on MySELF differs from my saved record??

9. I have settled the loan repayment/penalty. How can I obtain evidence of payment settlement?

10. I have overpaid my loan/penalty repayment. How do I obtain the return of the excess payment?

Nominees must complete the relevant form, which can be downloaded from MySELF portal, and mail or hand-deliver the form to Collection and Penalty Management Unit.  

11. What should I do if I have completely paid off the loan/penalty repayment but the monthly salary deduction continues?

Nominees may submit an application to the Collection and Penalty Management Unit via e-mail at This email address is being protected from spambots. You need JavaScript enabled to view it. with proof of the relevant month's payslip for further review.

12. If my guarantor has passed away, can I change the guarantor, and how?

Yes, nominees may submit an application to the Agreement and Contract Management Unit via e-mail at This email address is being protected from spambots. You need JavaScript enabled to view it. and a copy of the guarantor’s death certificate.

13. My name has been blacklisted by PSD. What should I do?

Nominees must settle all arrears before their names are removed from the blacklist immediately.

Nominees who are who are unable to pay the whole arrears will be removed from the blacklist if they:

i. agree to pay an advance payment equal to one month's instalments and make consistent payments via:

    1. Salary deduction; or
    2. Standing Instructions to the bank.
      (The borrower's name will be removed after the first month's payment is credited to the account statement.)

ii. agree to make an advance payment of ¼ of the total arrears and make consistent payments every month until the arrears are paid off via online / cash / other payment methods.
The borrower's name will be removed after six (6) consecutive months of payments are credited to account statements without failure / overdue.

14. What are the enforcement actions that will be imposed on the nominees who default on payments?

Nominees who default and fail to comply with the order to repay the education loan / penalty claim, the nominees’ case will be referred to the Attorney General’s Chambers for legal enforcement actions.

15. My case has been referred to the Attorney General's Chambers (AGC). What should I do?

16. My name has been blacklisted by CTOS. What should I do?

For further queries regarding the CTOS blacklist, please contact the CTOS directly, as PSD has never submitted a list of nominees to CTOS for the purpose of being blacklisted.  

B. Questions Regarding Federal Education Loan
1. Who is required to repay the PSD Education Loan?
  1. PSD Federal Education Loan-sponsored borrowers.
  2. Repayment must be settled after receiving a claim notice from PSD
2. What kind of facility for education loan repayment can the borrower apply for?

Facilities for the PSD Education Loan Repayment that can be applied for based on the year of sponsorship are as follows:

2.1 Discount Facility

i. Sponsorship for Years of 2015 and earlier

MATTER ORDINARY LOAN SCHEME (PB) CONVERTIBLE LOAN SCHEME (PBU)
Criteria

Borrowers are required to repay the total amount of their student loans upon completion of their studies.

A discount of 75% of the total loan amount can be considered.

Discount facility No discount facility is available.

A discount of 75% can be granted if the following requirements are met:

  1. Funded under the Convertible Loan Scheme;
  2. Obtained at least a Second-Class Lower Honour or CGPA of 2.75 and above or equivalent;
  3. Successfully completed studies within the stipulated period without any extension; and
  4. Attended studies at the First-Degree level (honours)

Required documents:

Borrowers who meet all requirements and wish to apply for facilities must submit the following (verified) documents:

  1. A copy of University Degree Certificate;
  2. A copy of academic transcript; and
  3. A copy of PSD Loan Offer Letter.

ii. Sponsorship for Years of 2016 and later

MATTER

YEAR OF 2016 CONVERTIBLE LOAN SCHEME (2016)

Criteria

The loan agreement will be enforced based on the students’ working location in the following four circumstances:

  1. Loans will be converted into scholarships if students work with the Government;
  2. Repayment of 25% if students work with Government-Linked Companies (GLCs);
  3. Repayment of 50% if students work for private companies in Malaysia; and
  4. Full repayment of the loan if students do not work and work abroad.
Discount facility

The discount facility will be given to any borrower who successfully meets the criteria that have been set as follows:

  1. Has completed the service period either at GLC/Private as stated in the agreement; and
  2. Completing the service period at the same GLC/Private within the minimum period specified in the agreement.

Computation of service period if service location changed

Computation of service period is as follows:

Service period in both companies may be considered.

Note:

  1. The transition from Company A to Company B must take place within 6 months;
  2. Both companies must be registered with SSM;
  3. The required documents listed above must be completed for both companies

Private Sector

GLC Sector

The service period in the private sector is not considered. The entire service should be served in the GLC sector.

 

Required documents

For borrowers who meet all the conditions as above and wish to apply for consideration of repayment reduction, each application must be accompanied by (verified) documents, as follows:

  1. Application Letter of Repayment Reduction
  2. Letter of Verification from the Employer
  3. Company search name from SSM
  4. A copy of PSD Loan Offer Letter

 

2.2 Conversion of loan into service contract with the Government

MATTER

LOAN FOR YEARS OF 2015 AND EARLIER

LOAN FOR YEARS OF 2016 AND LATER 

Criteria

Officers in the fields of medicine, dentistry, and pharmacy may apply for conversion of loan into a service contract with the Government.

Officers who work for the Government.

Conditions

  1. Sponsored Loan for Years of 2001 and earlier:
    1. Pursuing studies in critical fields;
    2. Are currently serving in the Government;
    3. Must clear the loan arrears within six months; and
    4. Signing an additional agreement with the Government.
  2. Sponsored Loan for Years of 2002 and later:
    1. Pursuing studies in critical fields;
    2. Are currently serving in the Government; and
    3. Signing an additional agreement with the Government.

 

  1. Students appointed to the Public Service may have their loan repayment deferred effective from the date of reporting duty to serve in the Government;
  2. Students must settle any fee arrears that were not paid within the allotted time before they can be appointed to the public service.

Release of Service Contract Bond

Officers are only released from their service contract with the government after ten years of service.

Officers must submit a request for the release of contractual obligations to the Agreement and Contract Management Unit via e-mail at This email address is being protected from spambots. You need JavaScript enabled to view it..

Officers are only released from the service contract bond after they have completed the service period specified in the Loan Agreement.

Breach of contract

Repaying the amount of the loan proportionately, taking into account the officer's length of service.

Repay the entire amount of the loan.

 

2.3 Deferment of loan repayment

MATTER

Criteria and conditions

Deferment of loan repayment can be considered in the following circumstances:

i.    Completed studies and still unemployed (6 months after completing studies);

ii.   attending training or courses;

iii.  continuing study at a higher level;

iv. chronic health problems.

Required documents

i.    Application letter

ii.   Letter of offer of training/course/study at a higher level that specifies the start date and expected end date of the training/course/study (whichever is applicable)

iii.  Medical report (if applicable)

3. If I have been approved for the conversion of a loan to a service contract with the Government, but then resign to work in the Private Sector/GLC, am I still eligible to apply for the discount facility?

The nominees are ineligible as they have previously received the loan conversion facility to service contract from the government. The nominees must also repay the entire loan for breaching the contractual obligations.

5. I was appointed as public officer after a year of settling the loan repayment. Will the total of the repayment be refunded as the borrower is serving the Public Service and thus be exempted from full repayment?

The amount of loan repayment made prior to being appointed to the Public Service will not be returned; however, it will be contracted with the period of service that must be completed before the contractual bond is released.

6. I am currently serving in the Public Service. Why did the claim letter state that I had to repay 100% of the loan amount? Based on the loan agreement, borrowers who serve in the Government will be exempt from loan repayment.

Every facility provided is based on the borrower’s application and is not granted automatically. In this regard, all borrowers must follow the prescribed procedure by submitting an application to the PSD for each required facility for further consideration.

9. What should be done by a borrower who has constraint to make the repayment?

C. Question Related Repayment Of Penalty Claim
1. Who will be required to repay the penalty claim?

Officers/Students sponsored by Federal Scholarship/Federal Education Loan under Convertible Loan Scheme beginning in 2016 and whose sponsorship was terminated or who violated any of the terms of the agreement.

2. What is the amount of the penalty claim that will be imposed on me if I violate or fail to fulfil the terms of the agreement?

The amount of penalty claim is based on the agreement signed or any approval of the sponsorship extension.

3. What is the duration for settling the penalty claim?

Penalty claims must be settled within 25 DAYS/60 DAYS from the date the Notice is issued (the repayment duration is subject to the signed agreement).

4. What should I do if I am unable to settle the penalty in full within the specified time frame?

The nominee may submit an application to make such payments in instalments.
