1. How do I apply for a sponsorship programme/ study leave form PSD?

Advertisements on PSD scholarship programmes / study leave applications will be released from time to time on the website https://bmipenajaan.jpa.gov.my/ms/

3. Registration for my field of study is only held in September every year. How will I be able to register if I have not yet completed/ am currently enrolled in a Doctorate/Master's Degree preparation course?

Attending and passing the Preparation Course for Doctoral/ Master’s Degree are the prerequisites to qualify you for a study leave with HLP. You are advised to apply for a deferment of study from the learning institution until the result of the Preparation Course for Doctoral/Master’s Degree is released. If the registration date for your study is later than permitted (as stated in the conditional offer letter), please notify the matter to BMI immediately.

4. Can I accept an offer for study if the specialisation offered by the University is different from the PSD’s offer?

You are required to notify this matter officially to the Human Capital Development Division, Public Service Department (BMI, PSD) and provide the supporting documents (offer letter and justifications). The decision to accept the University’s offer is subject to approval from BMI, PSD.

5. The sponsorship duration approved by PSD as the sponsor is shorter than the study duration offered by the University. As the sponsor, how does PSD determine my approved sponsorship duration?

The determination of PSD’s sponsorship duration is based on the learning structure of the programme/country and the mode of study of the HLP sponsorship recipient.

6. Can I change the mode of study whenever I wish?

You are not allowed to change the mode of study either before or during the study. The mode of study is based on the application you submitted when applying for the Federal Training Fund (HLP).

7. Can I change the field or specialisation of study before or during my study?

You are not allowed to change the field or specialisation. The determination of the field of study is based on your application.

8. Can I defer my study if I am offered an acting position?

No, you cannot. You will be considered to have withdrawn if you leave your study to accept the acting position.

9. Can I submit a travel claim for a return trip merely for registration purposes prior to the commencement of the study?

No, you cannot. Travel claims are allowed only for the purposes of commencement of study (one way travel from home/office to the place of study before commencing the study) and completion of study (one way travel from the place of study to home/office after completing the study).

10. What are the bases for consideration in approving the application to extend my study, and when is the last date for me to apply for such extension?

Any application to extend the study will be considered only if it involves health or a change in the study structure. The application must be submitted at least three (3) months before the date the sponsorship ends.

11. Can I perform any official duties or activities that can generate side income during my study?

You are not allowed to perform any official duties or activities that can generate side income during your study.

12. Where should I report for duty after graduating?

For Common-Used Officers, you are required to report for duty at BMI, PSD after graduating. For Non-Common-Used Officers, you may report to your Department, but make sure that your Head of Department immediately forwards a copy of the reporting for duty confirmation letter to BMI, PSD.
