1. How do I apply for education sponsorship from PSD?

Advertisements on application for PSD scholarship programmes will be released from time to time on the website https://esilav2.jpa.gov.my/

2. What is meant by a Convertible Loan (PBU) under the PSD Sponsorship New Model?

Convertible Loan (PBU) under the PSD Sponsorship New Model means that the loan agreement will be enforced according to the following four conditions:                     

  1. the loan will be converted to a full scholarship and exempted from repayment if the student serves in the Civil Service after graduating;
  2. 25% repayment of the total loan amount received if the student serves in a Government-Linked Company (GLC) after graduating;
  3. 50% repayment of the total loan amount received if the student serves in a private company in Malaysia after graduating; and
  4. full loan repayment for an unemployed student or a student working abroad.

Aside from the aforementioned conditions, the student is required to repay the full loan.

3. What is Student Assessment Centre (SAC)?

Candidates who applied for sponsorship will be short listed and called to attend the SAC. The goal of the SAC is to prepare students’ interpersonal profile and cumulative information about students’ competencies in order to choose the best students for the PSD sponsorship.

4. What are the allowances provided by PSD?

Allowances (subject to study level and place of study for the determination of A, B or C Rate):

  1. Cost of Living Allowance;
  2. Accommodation Allowance;
  3. Book Allowance;
  4. Equipment Allowance;
  5. Winter Clothing Allowance;
  6. Thesis Allowance (according to level of study and study mode);
  7. Practical Training / Clinical / Field Work / Elective Posting Allowance;
  8. End of Study Allowance;
  9. Travel Allowance;
  10. Placement Allowance;
  11. House Rental Assistance Allowance;
  12. Family Assistance Allowance; and
  13. Research Allowance.
5. How do I claim for practical training allowance?

Claims for practical training allowance may be made by filling out the claim form of practical training allowance which is available at the HEP of your learning institution or at the Portal http://esilav2.jpa.gov.my. Please state the PSD file reference (MyKad No.) to facilitate this claim process.

Claim applications may only be made upon completion of the practical training (within 30 days after completing the training). If there is a delay in submitting applications that exceeds the specified time frame, the approval is up to the Department’s discretion.

6. What are the application conditions for PSD-sponsored students who intend to get married during their studies?

Students are allowed to get married while studying only after obtaining the PSD’s approval. Conditions to be approved are that students do not marry non-citizens, consent is obtained from the guarantors and families, and students have good academic standing. A marriage without the sponsor’s approval may lead to termination of the student’s sponsorship with a penalty claim imposed on the student. 7. Can I participate in a Mobility Programme or a student exchange programme at a foreign university abroad or at a foreign university other than the one I attend?

For students who plan to participate in academic mobility programmes (with transfer of credit hours), the scholarship will be paid at the home/original country’s study rate for the applicable semesters. Students are required to comply with the stipulated conditions such as security insurance and others. Any extension is at the student’s own expense. For non-academic programmes, students will be granted a deferment of sponsorship and if the studies need to be extended, the students will have to bear the extension costs themselves. Students will need to submit the application to participate in the programme within 30 days before the programme commences to:

  1. students pursuing their studies in local university, the application should be emailed to the Local LSP Development Unit at This email address is being protected from spambots. You need JavaScript enabled to view it..
  2. students pursuing their studies abroad, the application should be submitted to the Overseas Education and Training Advisory Office at the country of their study.

8. Can I switch sponsors if I received an offer from another sponsor after I have accepted the PSD scholarship?

PSD-sponsored students are strictly restricted from receiving sponsorship from multiple sponsors. Please submit an official letter to this Department if the students wish to switch to another sponsor.

9. Can I change courses or fields during my studies after I have accepted the PSD scholarship?

No change of courses is allowed except for reasons that are deemed reasonable. Any application for a change of course will be decided in the Scholarship Committee Meeting. If the committee agrees to approve the application, the student’s sponsorship will be extended to the new course. However, PSD sponsorship for the student may be terminated. A sponsored student who wishes to change courses must submit an official letter to this Department, informing the reasons for the change.

10. Can I apply for PSD sponsorship if I already have another sponsor such as National Higher Education Fund Corporation (PTPTN)?

If the students choose to accept the PSD sponsorship offer, they are responsible for the termination of loan facilities of PTPN or other sponsors.

11. What types of services are provided on MySELF (Malaysian Student Engagement Online Feed) Portal?
  1. Updating of Personal & Contact Information;
  2. Checking on Cost of Living Allowance (ESH) Payment Schedule;
  3. Checking on Loan/Penalty Repayment Schedule;
  4. Checking on Loan/Penalty Claim Bill;
  5. Checking on Blacklist Status;
  6. Reporting for Duty Online; and
  7. Application for Contract Deferment;
12. What if the sponsorship duration does not correspond to the university’s study duration?

Students need to fill out the duration amendment form, which is available at the website http://esilav2.jpa.gov.my, and their case will be brought to the Scholarship Committee Meeting for consideration.

13. How can students report for duty after graduating?

Students may visit the following website:

  1. Go to http://myself.jpa.gov.my;
  2. Click on Register eSILA-ID (if the students do not have the password yet);
  3. Log-in and click on the Study tab;
  4. Click on Reporting Duty After Graduating, fill out all the information and click Submit Application;
  5. Attach the following supporting documents:
    1. A copy of Degree certificate/Senate Confirmation Letter of Completion of Study;
    2. A copy of examination transcript; and
    3. Proof of application for employment with the Appointing Authority (e.g., Public Services Commission).

The new rates were effective from 1 July 2023.
