Terms and Definitions

Performance appraisal system means a system for planning, implementing, managing and evaluating the performance of members and organisational goals over a period of one year.

An Evaluation Officer (PP) is an officer who has a supervisory and supervisee relationship and has a working relationship with the officer under evaluation (PYD).

The Reevaluation Officer (PPS) is the closest superior officer to the PP and has a working relationship with the PYD. (If there is only one level of supervision, then the evaluation is made by PP only).

Terms for Determination of PP and PPS

  1. The position of the officer exists in the Warrant of Employment and/or Estimated Operational Expenditure in the department;

  1. Has a supervisory and supervisee relationship and have a working relationship with the PYD officer. Accordingly, an officer who is approved to cover the duties of a certain position cannot be a PP to a PYD supervised by the position in which the duties are carried out;

  2. The officer is a permanent, contractual or temporary appointment;

  1. The officer is not a member of the administration;

  1. There are no close family ties either through blood ties or marriage with the PYD.

  1. The officer has been overseeing the PYD for the longest period of the assessment year. If not, the minimum period of supervision that can be taken into account for the determination of PP is not less than 3 months;

  1. Head of Service can be the PPS for the PYD who is placed in the cadre position; and

  1. Any specific officer or position designated by the Director General of Public Services as PP to any PYD in a position.
