Fare for Visiting Region of Origin (TMWA)

1. Situation: Region of Origin: Jasin, Malacca. Region served: Kota Kinabalu, Sabah. Flight ticket: from Kota Kinabalu Airport to Johor Bahru, Johor (because Malacca does not have an airport). Question: Are officers eligible to claim taxi fare from Johor Bahru Airport to Malacca City?

Paragraph 3(a), Section SR 6.1.1 explains the implementation of TMWA where return trip fares are provided from the official's place of residence in the serving region to the capital of the region of origin or the main city in the region of origin. Accordingly, officers are eligible to claim return fares from their place of residence in the serving region to the capital of the region of origin. This means that the travel fare is eligible to be claimed by the officer from the officer's home in the serving region to the airport in the serving region as well as from an airport close to the capital of the region of origin.

2. If an officer has more than one wife, are all the officers' wives and children eligible for TMWA facilities?

Appendix I, Human Resources Service Circular: Regionally Transferred Officers Version 1.0 (2022) has interpreted “officer’s family” to mean the officer’s spouse and children under the age of 21 who are still dependent on the officer. For officers who have more than one wife, the Government allocates TMWA for one wife only. Meanwhile, all children under the care of officers are eligible for TMWA facilities.

3. Can officers use their own car to travel from home to the airport and make claims based on distance/kilometres and other claims, including airport parking fees?

Paragraph 3(b), Section SR 6.1.1 states that the fare rate covers the entire cost of transport fare including airplane fare which includes ticket price, airport tax, passenger insurance and fuel surcharge as well as travel claims if the officer uses his own vehicle.

In this case, the cost of transport fare means the Vehicle Travel Allowance or Public Transport Fare borne by the officer for the journey from the officer's place of residence in the serving region to the airport. If the officer chooses to use his own vehicle, the officer is eligible to claim the Vehicle Travel Allowance for the journey from the officer's place of residence in the service area to the airport, but the cost of parking at the airport is borne by the officer himself.

4. Mrs. Sarah is a regionally relocated officer who has reported herself in the region to serve on 24 November 2020. Can Mrs. Sarah use this facility on 24 December 2020 to return to her region of origin?

The count of one (1) year of Mrs. Sarah's service is from 24 November to 23 November of the following year. Mrs. Sarah can use this facility for the first time after 6 months of service, which is any time from 24 May 2021 to 23 November 2021. The second and subsequent use is at any time (without being bound to a period of 6 months like the first year) during the next one (1) year of service.

5. How is the determination of one (1) year of service for the eligibility of this fare facility? Can unused facilities be carried over to the next one (1) year of service?

Section SR 6.1.1 has allocated TMWA to officers who change regions as a facility to enable the officer and his family members to visit the region of origin. This facility is given as much as one (1) time during one (1) year of service of the officer in the region he serves and facilities that are not used during that period will expire and cannot be carried over to the next year of service. The calculation of years of service is from the date the officer self-reported in the region to serve.

For example, an officer reports on 24 November 2020. One (1) year of service for an officer is from 24 November 2020 to 23 November 2021. The next one (1) year of service for TMWA purposes is from 24 November 2021 to 23 November 2022 and so on.

1. What is meant by regionally relocated officer?

Regionally relocated officers means officers who serve in a region other than their region of origin. Region in this context means Peninsular Malaysia, Sabah, Sarawak and Labuan. An officer's region of origin is based on the region of birth of the officer's mother or father. If the officer's parents were born in different regions, the officer can choose either the region of birth of the mother or the region of birth of the father as the region of origin.

2. What facilities are eligible to be granted to regionally relocated officials?

Public Service Officers who change regions are eligible to be given fare facilities as follows:

  1. Fare for Visiting Region of Origin;
  2. Benevolent Fare; and
  3. Fare for the Funeral Escort of Officers and Managing the Transfer of Goods.
3. Pegawai berkhidmat di Labuan dan ibu bapa pegawai turut menetap di Labuan. Pegawai kemudiannya ditempatkan bertugas di Putrajaya pada 1 Mac 2025 dan mengisytiharkan wilayah menetap ibu bapa (Labuan). Bagaimana kelayakan penggunaan TZW bagi pegawai ini?

Pegawai hendaklah berkhidmat selama enam (6) bulan selepas tarikh lapor diri terlebih dahulu di wilayah berkhidmat bagi membolehkan pegawai menggunakan TZW pada kali pertama.

4. Pegawai telah melapor diri berkhidmat di Jabatan Kesihatan Negeri Sabah pada 1 Mac 2025. Pegawai telah mengisytiharkan Semenanjung Malaysia sebagai wilayah menetap ibu bapa. Pada 1 Jun 2026, pegawai telah bertukar ke Jabatan Pendidikan WP Labuan. Adakah pegawai masih tertakluk kepada syarat berkhidmat selama enam (6) bulan terlebih dahulu untuk penggunaan TZW semasa di WP Labuan?

Pegawai tidak tertakluk kepada tempoh enam (6) bulan tersebut kerana pegawai telah memenuhi tempoh berkhidmat selama enam (6) bulan selepas tarikh lapor diri semasa berkhidmat di Jabatan Kesihatan Negeri Sabah yang membolehkan pegawai menggunakan kemudahan ini untuk kali pertama.

5. Pegawai merupakan lantikan baharu yang melapor diri pada 1 Mac 2025 dan layak menikmati TZW setelah mengisytiharkan wilayah menetap ibu bapanya. Setelah menggenapkan tempoh enam (6) bulan berkhidmat, adakah pegawai layak dipertimbangkan TZW memandangkan pegawai belum mempunyai markah penilaian prestasi tahunan?

Pegawai layak dipertimbangkan dan dalam situasi ini, pengecualian syarat markah penilaian prestasi diberikan kepada pegawai lantikan baharu yang dilantik pada 1 Januari hingga 30 Jun. Manakala bagi pegawai lantikan 1 Julai hingga 31 Disember, syarat markah penilaian prestasi adalah terpakai.

9. Pegawai berkhidmat di Sandakan, Sabah dan mengisytiharkan Sarawak sebagai wilayah menetap ibu bapa. Pegawai kemudiannya telah kembali ke Kuching, Sarawak. Walau bagaimanapun, sebulan selepasnya, ibu bapa pegawai telah berpindah dan menetap di Labuan. Bagaimanakah kelayakan TZW untuk pegawai?

PSemasa pegawai berkhidmat di Sabah, pegawai layak TZW. Apabila pegawai kembali ke wilayah menetap yang diisytiharkan (Sarawak), pegawai hilang kelayakan TZW walaupun ibu bapanya telah berpindah dan menetap di wilayah lain.

10 Pegawai telah mengisytiharkan ibu dan bapa menetap secara berasingan di wilayah berbeza. Dalam situasi ini, pegawai berkhidmat di Sarawak, ibu menetap di Sabah dan bapa menetap di Labuan. Bagaimanakah penentuan kelayakan pegawai?

Pegawai boleh memilih sama ada untuk menggunakan TZW untuk melawat ibu atau bapa di wilayah yang diisytiharkan terhad sekali kelayakan dalam tempoh satu (1) tahun kalendar.

11. Pegawai berkhidmat di Semenanjung Malaysia sejak dari mula dilantik ke dalam perkhidmatan awam pada tahun 2006. Ibu bapa pegawai telah meninggal dunia masing-masing pada tahun 2001 dan 2010 dan dikebumikan di kampung pegawai iaitu di Sabah. Bagaimanakah penentuan kelayakan pegawai untuk diberi TZW?

Pegawai perlu mengisytiharkan wilayah menetap ibu bapa iaitu wilayah tempat jenazah ibu bapa disempurnakan bagi membolehkan pegawai menikmati kemudahan TZW. Pegawai dan keluarga layak diberi kemudahan TZW untuk melawat wilayah menetap yang diisytiharkan.

12. Ibu bapa pegawai telah meninggal dunia dan dikebumikan di dua wilayah yang berlainan dan kedua-dua wilayah berkenaan adalah berbeza dengan wilayah berkhidmat pegawai. Adakah pegawai boleh memilih destinasi TZW ke mana-mana wilayah?

Pegawai perlu mengisytiharkan wilayah menetap ibu bapa iaitu wilayah tempat jenazah ibu bapa disempurnakan bagi membolehkan pegawai menikmati kemudahan TZW. Pegawai boleh memilih mana-mana wilayah bagi tujuan destinasi tambang yang diperlukan untuk melawat wilayah tersebut terhad mengikut kelayakan sekali dalam tempoh satu (1) tahun kalendar.

13. Pegawai berkhidmat di Semenanjung Malaysia dan mengisytiharkan Sabah sebagai wilayah menetap ibu bapa. Ibu bapa pegawai telah berpindah ke Sarawak dan meninggal dunia di Sarawak serta jenazah disempurnakan di Sarawak. Adakah pegawai layak diberikan kemudahan TZW ke Sarawak?

Pegawai layak diberikan kemudahan TZW ke Sabah. Walau bagaimanapun pegawai turut layak diberikan kemudahan TZW ke Sarawak tertakluk kepada kadar bersamaan atau lebih rendah daripada kadar tambang ke Sabah. Sekiranya kadar tambang adalah lebih tinggi, perbezaannya hendaklah ditanggung oleh pegawai.

15. Pegawai berkhidmat di Semenanjung Malaysia dan mengisytiharkan Sabah sebagai wilayah menetap bapanya. Semasa bapa melawat pegawai di wilayah berkhidmat, bapa pegawai telah meninggal dunia dan jenazahnya dikebumikan di Semenanjung Malaysia. Adakah pegawai layak diberikan kemudahan TZW untuk melawat wilayah menetap yang diisytiharkan? Sekiranya pegawai kemudiannya bertukar ke wilayah lain, adakah pegawai layak TZW?

Tidak layak kerana pegawai tidak memenuhi syarat di perenggan 3(b) iaitu pegawai hendaklah berkhidmat di wilayah berbeza dengan wilayah menetap ibu bapa. Dalam keadaan ibu bapa telah meninggal dunia, wilayah menetap adalah merujuk kepada wilayah tempat jenazah ibu bapa disempurnakan.

Sekiranya pegawai kemudiannya bertukar ke wilayah lain selain dari wilayah menetap yang diisytiharkan (Sabah), maka pegawai akan kembali layak diberikan kemudahan TZW dengan tertakluk kepada kadar tambang adalah bersamaan atau lebih rendah daripada kadar tambang ke Sabah.

Bagaimanakah cara penentuan kadar tambang bagi tujuan pegawai menggunakan kemudahan TZW untuk melawat pasangan dan ahli keluarga di wilayah berbeza?

Pegawai mengisytiharkan Sabah sebagai wilayah menetap ibu dan Labuan sebagai wilayah menetap bapa. Oleh itu, pegawai layak diberi kemudahan ini. Dengan kelayakan itu, pegawai boleh disediakan kemudahan TZW untuk melawat ahli keluarga yang menetap di wilayah selain wilayah menetap ibu bapa tertakluk kadar tambang adalah bersamaan atau lebih rendah dari kadar tambang ke wilayah menetap ibu bapa yang diisytiharkan.

Dalam keadaan di mana ibu bapa menetap di wilayah berbeza, penentuan kadar tambang bagi tujuan penggunaan untuk melawat pasangan dan anak-anak atau sebaliknya adalah mengikut wilayah mana yang paling rendah dan menjimatkan Kerajaan.

22. Pegawai ingin memohon menggunakan kemudahan TZW pada 1 Februari 2026. Walau bagaimanapun markah penilaian prestasi pegawai bagi tahun 2025 masih belum disahkan oleh PPSM. Adakah pegawai layak diluluskan penggunaan TZW pada tarikh tersebut?

Pegawai layak diluluskan permohonan penggunaan TZW pada tarikh tersebut. Walau bagaimanapun sekiranya markah penilaian prestasi pegawai yang disahkan oleh PPSM di bawah 75%, pegawai akanhilang kelayakan penggunaan TZW ini pada tahun berikutnya.

25. Bagaimanakah pengiraan tahun kalendar bagi menentukan kelayakan kemudahan TZW?

Pegawai yang layak diberikan kemudahan TZW boleh memohon untuk menggunakan kemudahan ini padanbila-bila masa sekali (1) dalam tempoh Januari hingga Disember tahun tersebut.

26. Bagaimanakah kaedah penentuan kelayakan pegawai selepas tamat cuti belajar?

Pegawai yang diluluskan cuti belajar jangka masa panjang, pegawai perlu berkhidmatselama enam (6) bulan selepas tarikh melapor diri di wilayah berkhidmat terlebih dahulu untuk menggunakan kemudahan TZW.

27. Adakah pegawai, pasangan dan anak-anak boleh menggunakan kemudahan TZW untuk melawat ibu bapa pegawai di wilayah mereka menetap secara berasingan?

Pegawai semasa membuat permohonan penggunaan kemudahan TZW perlu menyatakan tarikh perjalanan pegawai, pasangan dan anak-anak dan tarikh-tarikh berkenaan boleh berbeza antara satu sama lain mengikut kelayakan dan tempoh yang ditetapkan.

28. Sekiranya pegawai mempunyai lebih daripada seorang isteri, adakah Kerajaan menanggung perbelanjaan tambang bagi isteri-isteri dan anak-anak pegawai?

Bagi pegawai yang mempunyai lebih daripada seorang isteri, Kerajaan memperuntukkan kemudahan tambang bagiseorang isteri sahaja. Manakala semua anak di bawah tanggungan pegawai layak mendapat kemudahan TZW.

29. Pegawai telah membuat pembelian tiket sendiri [tanpa Waran Perjalanan Udara Awam (WPUA)] bagi tujuan penggunaan kemudahan TZW dan kemudiannya membuat tuntutan kepada jabatan. Adakah caj baggage 30kg, preferred seat dan makanan dalam pesawat turut layak ditanggung oleh Kerajaan?

Penggunaan kaedah selain dari WPUA dalam urusan pembelian tiket kapal terbang dibenarkan oleh Kerajaan melalui Pekeliling Perbendaharaan WP 2.5. Antara kaedah yang dibenarkan ialah melalui pembelian sendiri oleh pegawai dan kemudiannya mengemukakan tuntutan bayaran balik kepada jabatan. Perenggan 5, WP 2.5 telah menyenaraikan tindakan dan kos yang boleh dituntut oleh pegawai dan tuntutan-tuntutan lain yang boleh diluluskan oleh Pegawai Pengawal berdasarkan kewajaran dan keperluan.

30. Apakah yang dimaksudkan dengan klausa “sekiranya kadar tambang adalah lebih tinggi, perbezaannya hendaklah ditanggung oleh pegawai”?

Klausa berkenaan bertujuan untuk memaklumkan ketetapan sekiranya kadar tambang bagi pegawai atau ahli keluarga pegawai lebih tinggi dari kadar tambang yang ditetapkan, pegawai perlu menanggung perbezaan kadar tersebut. Kaedah pembayaran perbezaan kadar tersebut adalah mengikut ketetapan peraturan kewangan yang berkuat kuasa.

31. Siapakah yang boleh menentukan status anak-anak yang kurang upaya pemikiran atau atau hilang upaya jasmani secara kekal dan tidak berupaya menanggung dirinya sendiri?

Bagi maksud menentukan status anak yang kurang upaya pemikiran atau hilang upaya jasmani secara kekal dan tidak berupaya menanggung dirinya sendiri, pengesahan daripada Pegawai Perubatan hendaklah diperolehi.

Benevolent Fare (Reference – Section SR 6.2.1)

1. What is meant by the explanation of officers who are granted the “Benevolent Fare”?

Benevolent Fare is allocated to regionally relocated officers to visit their mother (biological or step or legally adopted), father (biological or step or legally adopted), mother-in-law or father-in-law who is terminally ill or dies, only once for each individual specified during the officer's service period in the region served.

2. Who has the authority to approve the Benevolent Fare application?

Benevolent Fare approval can be granted by the Head of Department.

3. If Mr. Rashid's mother-in-law is seriously ill, can Mr. Rashid (as a regionally located officer) use this facility for his wife, Mrs. Rokiah to return to visit her mother in the region of origin?

Mr. Rashid's wife cannot use this facility based on her husband's eligibility to visit her mother because this facility is only reserved for officers.

Fare Facility for the Funeral Escort of Officers and Managing the Transfer of Goods (Reference – Section SR 6.3.1)

2. If an officer is regionally relocated and dies in the region of service, how is the fare facility implemented to manage the transfer of the officer's goods?

Return fare facilities can be given to a spouse or a family member or heir to manage the transfer of an officer's goods from the serving region to his home region or any other region subject to the fare rate being equal to or lower than the fare rate to the official's home region.
