TERMS

EXISTING DEFINITIONS

1.     

Service Group

A Service Group is a batch group that is structured based on role priority, salary group principles, and academic qualifications that have been set as entry eligibility requirements.

 

Under the implementation of the New Remuneration System (SSB) and subsequently the Malaysian Remuneration System (SSM), the sector of the public sector service is divided into three (3) Service Groups namely the Top Management Group, Management and Professional Group, and Support Group.

Top Management Group

A Service Group in the form of strategic positions promoted from the Management and Professional Group. It constitutes of Premier Grade C and above.

3.     

Management & Professional Group

A Service Group is made up of a scheme of service that requires at least a bachelor's degree or other higher qualifications recognised by the Government for entry.

4.     

Executive Group

A Service Group consists of service schemes recognised by the Government that provide eligibility requirements for entry into diploma level and below.

5.     

Scheme of Service

A document containing the terms and conditions for appointing someone to any post in the Public Service.

6.     

Integrated Service Scheme

A scheme of service that combines two or more academic qualification groups into a single scheme of service. For example, a batch of Executive Group with the Malaysian Certificate of Education (SPM) qualification and a batch of Executive Group with the Malaysian Higher Education Certificate (STPM) or diploma qualification.

7.     

Obsolete Scheme of Service

A scheme of service in which its service function is no longer required (obsolete) and all new appointments are terminated. A service may become obsolete for the following reasons:

  • The service function is no longer required; or
  • The service function was taken over by another service (whether its function is expanded, a change in the task function occurred); or
  • The service function was privatised, remuneration was separated or was outsourced.

Principles Of Appointment In Public Service

Sources of Power

Regulation 5, Public Officers (Appointment, Promotion and Termination of Service) 2012 [P.U. (A)1/2012]:

5. (1) All appointments in Public Service shall be in accordance with the conditions specified in the scheme of service in force at the time.

Recognition of Qualification

A recognised qualification or equivalent qualification is one of the main conditions for appointment to the Public Service as specified in the schemes of service.

Qualification Requirement for Malay Language/ Malaysian Language

The decision of the Council of Ministers Committee in August 1968 that obtaining a passing grade in the subject of Malay Language/ Malaysian Language should be made a mandatory requirement for appointment into the public service.

Completing the study within the allotted time, which is as follows:

  1. Drafting a service scheme with complete information within 8 months;
  2. Amendments to service scheme conditions with complete information within 6 months; and
  3. Relaxation of service scheme conditions with complete information within 1 month.
