METHODS/PRINCIPLES	DESCRIPTION
Relativity and Parity	Considers the agency’s establishment needs based on a comparison between its function and the functions of other/equivalent agencies.
Model	Considers the establishment needs based on a uniform and complete structure that has been determined for a particular function.
Weight	Considers the establishment needs based on specific elements/criteria that are given values/weights as a basis for decision-making.
Establishment Ratio	Considers the establishment needs based on the ratio between the task load and the total posts needed.
Establishment Norms	Considers the establishment needs based on the standards used to determine the posts and organisational structure required according to the functions/roles specified for the agency.

Following are the documents that can be referred in recognizing the acceptable qualification for the purpose of appointment into the Public Service:

Master’s Degree/PhD Degree
a.	Service Circular Letter No. 7 of 2010	An amendments made on Appendix A “List of Scheme” Scheme of Services with Master programme and/ or Doctorate of Philosophy (PhD) qualification as prerequisite for appointment
b.	Service Circular Letter No. 13 of 2009	Recognition of Qualification for Master’s Degree and/or Doctorate of Philosophy (PhD) for the purpose of appointment into Public Service
Malaysian High School Certificate
c.	Service Circular Letter No. 11 of 2005	Malaysian Higher School Certificate’s Qualification Using Subject’s High Value Grades for the Purpose of Appointment into Public Service
d.	Service Circular Letter No. 6 of 1986	An Amendment to the Service Circular No. 2 of 1983 on the qualification of Malaysian Higher School Certificate for the Purpose of Appointment into Public Service
e.	Service Circular Letter No. 2 of 1983	Malaysian Higher School Certificate’s Qualification for the Purpose of Appointment into Public Service
f.	JPA.324 / 7/46 / Klt. 2/0 (50) dated 9 September 1988	Verification with regards to Partial Passed (R) in the subject of General Studies - the STPM examination itself is considered as has passed the paper for the purpose of appointment into Public Service for Group B and A
Malaysian Higher Religious Certificate (STAM)
g.	Service Circular Letter No. 14 of 2009	Malaysian Higher Religious Certificate’s Qualification by Examination Board for the purpose of Appointment into Public Service
Certificate of Matriculation (MOE)
h.	Service Circular Letter No. 3 of 2016	Ministry of Education’s Matriculation Certificate’s Qualification for the purpose of appointment into Public Service
Malaysian Certificate of Education (SPM)
i.	Service Circular Letter No. 1 of 2002	Malaysian Certificate of Education (SPM) qualification. According to an Open System for the purpose of appointment into Public Service
Malaysian Vocational Certificate (SVM)

Lower Secondary Evaluation (PMR)
k.	Service Circular Letter No. 1 of 1998	Lower Secondary Assessment Qualification for the purpose of appointment into Public Service
