To ensure public sector agencies have appropriate service levels and a functional organisational structure that allow them to carry out/ implement the goals of their establishments.


  1. Formulates policies and provides advisory services in relation to employment establishment and schemes of service;
  2. Conducts reviews and provides consultancy and advisory services on schemes of service, organisational restructuring and establishment strengthening;
  3. Manages data and information on posts and schemes of service; and
  4. Conducts audits on posts and schemes of service.

  1. Responsible for implementing the drafting, amendment and review of schemes of service. The details for the functions of the Scheme of Service Policy Sector are as follows:
    1. Drafting a Scheme of Service
      • It is a process of establishing a new scheme of service. A scheme of service is drafted when certain duties are still not included under any existing service classification or scheme of service in force. This matter is also subject to the requirements and interests of public service as a whole.
    2. Amending a Scheme of Service
      • It is the process of amending any provision in a scheme of service, such as the name of the scheme, terms and conditions of appointment, requirements for promotion via appointment (PSL), setting the initial salary, promotion, etc.
      • The fundamental principle used as guidance is an expansion of the scope of duties and responsibilities, a new activity, a requirement to add new qualifications recognised by the Malaysian Qualifications Agency (MQA) and Head of Service, competition for workforce in the open market, involvement in economic growth, security and social welfare, etc.
      • Amendment to a scheme of service may involve the granting of options, transfer of service of incumbents, integration and abolition of schemes of service.
    3. Scheme of Service Policy Review
      • It involves reviewing the scheme of service policies based on public service needs. The source of authority for the implementation of the scheme of service studies is usually on instructions from stakeholders.

  1. Provides consultancy and advisory services in relation to the following matters:
    1. Organisational Restructuring
      • A significant change to the structure, function and posts of an organisation due to changes in the direction, objectives, roles, vision, mission or responsibilities of the organisation.
    2. Establishment Strengthening
      • The establishment/abolition/grading/distribution of posts at existing Units/Divisions that does not involve a substantial change to the organisational structure.
    3. The Clusters under the governance of Employment Establishment 1 are as follows:
      • Cluster 1: JPM, KE, KPN , KUSKOP & Sarawak
      • Cluster 2: KKM, KPDN, KPWKM, Kedah, Johor, Kelantan dan Terengganu
      • Cluster 3: MOT, MITI, KKDW, KKR, MPC & KPKM

  1. Provides consultancy and advisory services in relation to the following matters:
    1. Organisational Restructuring
      • A significant change to the structure, function and posts of an organisation due to changes in the direction, objectives, roles, vision, mission or responsibilities of the organisation.
    2. Establishment Strengthening
      • The establishment/abolition/grading/ distribution of posts at existing Units/Divisions that does not involve a substantial change to the organisational structure.
  2. The Clusters under the governance of Employment Establishment 2 are as follows:
    1. Cluster 1: MOSTI, NRECC, KDN, PDRM, KSM, KBS & Sabah
    2. Cluster 2: MINDEF, KLN, KKD, MOTAC, MOF, KPKT & Sabah
    3. Cluster 3: KPM, KPT, Perlis, Pulau Pinang, Perak, Selangor, Pahang, Negeri Sembilan, Melaka & Sabah

  1. Conducts reviews of personnel policies to improve, guide and standardise the implementation of personnel management in the public sector involving the following matters:
    1. Creation of models/norms on personnel;
    2. Determination of job grade by weight; and
    3. Issuance of administrative guidelines/instructions.

  1. Coordinates key committee meetings, such as Organisational Development Working Committee (JKKPO), Organisational Development Main Committee (JKKPO) and Special Committee to Review Top Level Posts (JKTT) Meetings.
  2. Provide support services encompassing quality, finance, training and general administration.
