1. How do I apply for a sponsorship programme / study leave from PSD?

2. Can I accept an offer for study from a University if the specialisation field offered is the same as the specialisation field applied for but is under a different faculty/field?

You are required to notify this matter officially to BMI, PSD, and any decision is subject to BMI’s approval.

3. Registration for my field of study is only done in September each year. What if I have not attended / am currently attending the Preparation Course for Doctoral/Master’s Degree during the registration period?

Attending and passing the Preparation Course for Doctoral/Master’s Degree are the prerequisites to qualify you for a study leave with HLP. You are advised to apply for a deferment of study from the learning institution until the result of the Preparation Course for Doctoral/Master’s Degree is released. If the registration date for your study is later than allowed (as stated in the conditional offer letter), please notify the matter to BMI immediately.

4. Can I accept an offer for study if the specialisation offered by the University is different from PSD’s offer?

You are required to notify this matter officially to the Human Capital Development Division, Public Service Department (BMI, PSD) and provide the supporting documents (offer letter and justifications). The decision to accept the University’s offer is subject to approval from BMI, PSD.

5. The sponsorship duration approved by PSD as the sponsor is shorter than the study duration offered by the University. As the sponsor, how does PSD determine my approved sponsorship duration?

The determination of PSD’s sponsorship duration is based on the learning structure of the programme/country and the mode of study of the HLP sponsorship recipient

6. Can I change the mode of study at any time I want?

You are not allowed to change the mode of study either before or during the study. The mode of study is based on the application you submitted when applying for the Federal Training Fund (HLP).

7. Can I change the field or specialisation of study before or during my study?

You are not allowed to change the field or specialisation. The determination of the field of study is based on your application.

8. Can I defer my study if I am given an acting position?

No. You will be deemed to have withdrawn from your study if you leave your study to accept the acting post.

9. Can I make a travel claim for a return trip solely for registration purposes before the commencement of study?

No. Travel claims are allowed only for the purposes of commencement of study (one way travel from home/office to the place of study before commencing the study) and completion of study (one way travel from the place of study to home/office upon completing the study).

10. What are the bases for consideration in approving the application to extend my study, and when is the last date for me to apply for such extension?

An application to extend the study will be considered only if it involves health or a change in the study structure. Application must be submitted at least three (3) months before the date the sponsorship ends.

11. Can I perform any official duties or activities that can generate side income during my study?

You are not allowed to perform any official duties or activities that can generate side income during your study.

12. Where should I report for duty upon graduation?

For Common-Users Services Officers, you are required to report for duty at BMI, PSD upon graduation. For Non-Common-Users Services Officers, you may report at your Department and then make sure that your Head of Department forwards a copy of the reporting for duty confirmation letter to BMI, PSD immediately.

Agreement and Contract Management

1. How do I apply for a Transfer of Service Contract Bond?

Students/officers need to complete the JPA/BMI/JANJI/J1 Form that can be downloaded from http://esilav2.jpa.gov.my and submit a completely updated copy of the service book, a copy of the offer letter from a Statutory Body/Local University/Local Authority, and a copy of the service book at the Statutory Body/Local University/Local Authority. The completed form and supporting documents must be submitted by e-mail to This email address is being protected from spambots. 2. How is termination done for a breach of a term of the agreement, which is resignation before the expiry of the contractual bond?

Students who are currently serving at any body agreed to by the Government must serve for the duration agreed upon in the signed agreement. For resignation before the expiry period, action to claim for penalty can be taken as provided in the signed agreement upon receiving a confirmation of resignation from the employer. The total amount of penalty must be fully settled within 60 days after the date of issuance of the claim notice.

3. How do I apply for a Deferment of Execution of Service Contract Bond for Further Study at a Higher Level? (Scholarship Only)

Students need to apply for a Contractual Bond Deferment through the MYSELF Portal by uploading the following supporting documents

Offer letter from the learning institution; and
Sponsorship letter (if any) if the student plans to further his/her study abroad. Students with no sponsor must furnish the Self-Financing Certification Letter.

Only completed applications will be considered by this department via the related committee.

4. What are the conditions that should be fulfilled for the Transfer of Service Contract Bond?

Service contract bonds may only be transferred to Statutory Agencies / Local Universities /Local Authorities and can only be done once.

5. How do I apply for a Release of Service Contract Bond?

The student/officer needs to complete the JPA/BMI/JANJI/J3 Form that can be downloaded from http://esilav2.jpa.gov.my and submit a copy of the service book or a service confirmation statement from the employer (certified on each page). 1. How do I apply for a PSD sponsorship programme via the ePermohonan system?

To apply for a PSD sponsorship programme via ePermohonan, the applicant needs to register a user account by clicking on the ‘Register’ button on the ePermohonan Homepage. Account registration is free and needs to be done only once (Single Sign-on) per applicant. The applicant must use the same account to apply for any sponsorship programme via ePermohonan

2. I have forgotten my password.

3. I did not receive the activation e-mail after signing up. What should I do?

The activation email will be sent automatically upon successful account registration. The applicant should check the Spam or Junk Mail folders of the applicant’s personal e-mail if the e-mail is not received within 5 minutes. If the activation e-mail is still not received, the applicant can click on the ‘Log In Problem’ button on the home page to request for another activation email. Please contact the System Administrator (This email address is being protected from spambots. You need JavaScript enabled to view it.) in case of any problem.

4. I have registered the wrong identity card number. How do I correct the information?

The applicant may click on the ‘Log In Problem’ button on the home page and select “I have registered the wrong Identity Card Number”. Then, enter the required information for the purpose of updating the identity card number. Please contact the System Administrator (This email address is being protected from spambots. 5. Why can’t I log in to ePenawaran?

The ePenawaran system is solely intended to be used by students who have received a PSD sponsorship offer. Successful applicants will be informed through a notification on the eSILAV2 website (http://esilav2.jpa.gov.my /). If a student has been informed of the success of his/her sponsorship application and has entered the correct password but still failed to log in to the system, please contact the System administrator (This email address is being protected from spambots. You need JavaScript enabled to view it.). For the purpose of PSD sponsorship applications, please check the PSD website or e-SILA, the Official Portal of Human Capital Development, from time to time for further information.

6. I have registered. However, during log in, the system indicates that the student/officer record does not exist.

The MySELF system can only be accessed by PSD-sponsored students or officers who are fully sponsored for Diploma, First Degree, Master’s Degree, or PHD qualifications only. For students/officers who recently accepted a PSD sponsorship, the MySELF System can be accessed within 30 days after the students/officers received their first fee payment or allowance. For PSD-sponsored students/officers using their Old Identity Card, the old password must be set first if it was not set during the eSILA-ID registration. 7. I have a sponsorship using the Old Identity Card, but I did not set that identity card when I registered. What should I do?

For PSD-sponsored students/officers using their Old Identity Card but setting was not done during the eSILA-ID registration, the setting is via the Help tab, Old Identity Card Registration sub-navigation.

8. I need to report for duty to PSD upon graduation. What should I do?

Only PSD-sponsored pre-service students are required to report for duty via MYSELF within 30 days after graduating regardless of whether the students passed or failed.
The reporting must be done online by accessing the following webpage:

Fill in all the information, and click Submit Application

The documents that must be submitted when filling out the Reporting After Graduation application online are:

A copy of the Diploma/Degree/Master’s/PhD certificate;
A copy of the Examination Transcript;
Proof of job application with the Appointing Authority (www.spa.my). (PSD scholars [other than medicine, dentistry, and pharmacy] are required to apply to at least 5 posts based on the latest academic qualification).

1. Who will be required to repay the PSD Education Loan?

Officers/students sponsored under PSD Federal Education Loan.
Repayment must be made after 6 MONTHS of graduating / securing permanent employment (whichever is earlier).

2. What are the criteria and differences in the education loan repayments?

Loan agreements will be enforced according to the place of service in four situations, as follows:

A loan will be converted to a scholarship if the officer works with the Government.
25% repayment - working at a Government-Linked Company (GLC)
50% repayment - working at a private company in Malaysia.
Full loan repayment if the student is not employed or works abroad.

3. What should be done by a borrower who has a constraint to make repayments?

The borrower may submit an application to reschedule the monthly instalments either by post or via e-mail to This email address is being protected from spambots. You need JavaScript enabled to view it.. Approval of the application is subject to the Department’s approval.

4. What would the implications be for an officer who serves shorter than the duration stipulated in the agreement?

An officer who serves shorter than the duration stipulated in the agreement will be imposed with a penalty claim according to the amount stated in the signed agreement, and the amount must be paid in full within 60 DAYS / 25 DAYS after the date the claim notice is issued.

5. Who will be required to repay the Federal Scholarship penalty claim?

Penalty claims will be imposed on officers/students sponsored under the Federal Scholarship / Federal Education Loan in the following circumstances:

Committed a breach of the conditions of the agreement (failure to report for duty upon graduation / refusal to serve in the public service sector / poor academic achievement / withdrawal / discipline problems and others) and any terms within the agreement.
Resigned before the end of the service contract bond.

A notice of claim shall be issued to the Officer/Student, and the claim must be settled in full within 60 DAYS / 25 DAYS after the date the Notice is issued.

6. What are the enforcement actions that will be imposed on the nominees who default on payments?

For the nominees who default and fail to comply with the order to repay the education loan / penalty claim, the nominees’ case will be referred to the Attorney General’s Chambers for legal enforcement actions.

Pre-Service Training (LSP)

1. How do I apply for education sponsorship from PSD?

2. What is meant by a Convertible Loan (PBU) under the PSD Sponsorship New Model?

For the Convertible Loan (PBU) under the PSD Sponsorship New Model, a loan agreement will be enforced under four circumstances as follows:

A loan will be converted to a full scholarship and exempted from repayment if the student serves in Public Service after graduating;
25% repayment of the total loan amount received if the student serves in a Government-Linked Company (GLC) after graduating;
50% repayment of the total loan amount received if the student serves in a private company in Malaysia after graduating; and
Full loan repayment for an unemployed student or a student working abroad.

3. What is Student Assessment Centre (SAC)?

Candidates who applied for sponsorship will be short listed and called to attend the SAC. The goal of the SAC is to prepare students’ interpersonal profile and cumulative information about students’ competencies in order to choose the best students for the PSD sponsorship.

4. What are the allowances provided by PSD?

Allowances (subject to study level and place of study for the determination of A, B or C Rate):

Cost of Living Allowance;
Accommodation Allowance;
Book Allowance;
Equipment Allowance;
Winter Clothing Allowance;
Thesis Allowance (according to level of study and study mode);
Practical Training / Clinical / Field Work / Elective Posting Allowance;
End of Study Allowance;

5. How do I make a claim for practical training?

Claims for practical training may be made by filling out the practical training claim form available at the HEP of your learning institution or at the http://esilav2.jpa.gov.my. Portal. Please state the PSD file reference (I/C no.) to facilitate the claim process.

Claim application may only be made upon completion of the practical training (within 30 days after completing the training). Approval of a claim submitted later than the stipulated period is subject to the Department’s discretion.

6. What are the application conditions for Marriage during studies for PSD-sponsored students?

Students are allowed to get married while studying only after obtaining PSD’s approval. The approval conditions are that students do not marry non-citizens, consent is obtained from the guarantors and families, and students have good academic standing. A marriage without the sponsor’s approval may lead to termination of the student’s sponsorship with a penalty claim imposed on the student. 7. Can I participate in a Mobility Programme or a student exchange programme at a university abroad or outside the country of study?

For students who plan to participate in academic mobility programmes (with transfer of credit hours), the scholarship will be paid at the home/original country’s study rate for the applicable semesters. Students are required to comply with the stipulated conditions such as security insurance and others. Any extension is at the student’s own expense. For non-academic programmes, students will be granted a deferment of sponsorship and if the studies need to be extended, the students will have to bear the extension costs themselves. Students will need to submit the application to participate in the programme within 30 days before the programme commences to:

8. Can I change sponsors if I received an offer from another sponsor after I have accepted the PSD scholarship?

PSD-sponsored students are not allowed to accept sponsorship from more than one sponsor. Students who want to change to another sponsor are required to submit an official letter to the Department

9. Can I change courses or fields during my studies after I have accepted the PSD scholarship?

No change of courses is allowed except for the reasons that are deemed reasonable. Any application for a change of course will be decided in the Scholarship Committee Meeting. If the committee agrees to approve the application, the student’s sponsorship will be extended to the new course. Otherwise, the PSD sponsorship for the student may be terminated. A sponsored student who wishes to change courses must submit an official letter to this Department, informing the reasons for the change.
